the bzr development repository is available at
http://www.bazaar-ng.org/bzr/bzr.dev:

$ bzr pull http://www.bazaar-ng.org/bzr/bzr.dev

To see what paches have been submitted/accepted/whatever, check out:

I don't know of any bugtracking system in place at the moment, but
patches, bug reports, etc are sent to the list.
