new user - no archive?

Hi,
I just installed bazaar-ng, and did the tutorial:

In CVS/Subversion you would start a project by creating an archive in a
remote
location, which several developers would commit/update against.
With bzr it seems the archive is stored with the working copy (the .bzr
subdirectory)?
Is that right?
How does this work in a project - is it intended that the new project
archive is immediately
branched by developers, and then merged periodically?
In fact this would be so even if there is only one developer (for backup)?
The tutorial does not explain this - is it part of the bazaar heritage
(rather than cvs/subversion),
and maybe explained elsewhere?
