Hi all,
This patch implements a FailoverStore type, so that you can use a
partial copy of a branch (e.g. a diverged one) when branching from a
remote location.

The partial copy is never modified, but is used to satisfy any requests
that it can satisfy.

I'm not sure we actually want this-- a permanent cache makes more sense
to me.  But here it is, anyhow.
