[PATCH] External Plugin Support

I've redone the external plugins patch. See attached.

It now only searches the explicit directories in BZRPLUGINPATH, which
hopefully helps Martin feel comfortable with it. It includes tests.

It also includes the "builtin" meta-command, which causes the following
command to be executed ignoring plugins.

I think it covers most of the aspects that have been discussed.

It would be wonderful to see this in 0.0.5, since it would mean future
development could be done in plugins, which makes it easier to maintain
until Martin merges it.
