Getting bxr-0.0.2 to run on Windows XP

Thanks; I do want to make sure it runs well on Windows so I appreciate
patches.

The hardest part of win32 support may be getting case-insensitive
filesystems right.

I have put all those fixes in and uploaded it as 0.0.2.1.
