That concerns me. I wonder if Wordpad is struggling because the files
don't initially exist? Or maybe Explorer is struggling to find Wordpad?

Your follow-up email suggested upgrading your bzr version fixed the
problem. That surprises me. I suspect the problem isn't in the bzr core
code but somewhere in Explorer. If you could try to reproduce the
problem by temporarily moving a config file out of the way say, that
would be helpful.
