Bazaar 1.6 release candidate 3

There were a few minor improvements still desired for the 1.6 release. In my
desire to get the release out the door, I didn't get a full response from all
time zones. This release should include everything that people wanted to
include in the 1.6 release of Bazaar, and I fully expect it to become
1.6-final with no further changes.

The source code is again available through launchpad at
https://launchpad.net/bzr/1.6/1.6rc3/

And I would expect the beta-ppa to be updated later today.
