[apparmor] [patch 00/24] Add support for ipc to parser v3

Base patches to add support for some of the basic ipc mechanisms
Along with updates to caching and how policy is handled between
different versions.

- fix force complain encoding
- update regression tests to pass with v6 kernel
- update regression tests to conditionally apply
- fix label encoding of ptrace and signal rules
- fix af unspec being allowed as an af in network rules
- split backend args into separate file. This is part of the test
  harness for userspace dfa, so that option processing can be shared
- split features into its own file, plan is to get features and
  cache management to a point where they can be put in the lib
- make dbus regression tests conditional on pkg-config
