CAP_EPOLLWAKEUP was renamed CAP_BLOCK_SUSPEND. We originally had this
patch in commit 2053, and then the conversion to CAP_BLOCK_SUSPEND
occurred in 2065.1.2. It was decided on this list to drop
CAP_EPOLLWAKEUP here:
