[apparmor] [PATCH] disable repository until we have an alternative

A bug was filed in Ubuntu that among other things highlighted a problem
with the tools and the now defunct profile repository. This is a quick
patch to explicitly disable the repository regardless of what is in
repository.conf. We can undo this once there is an alternative.

I thought about adding some text stating that the repository is being
disabled if it was currently enabled, but decided not to due to
translations and this being a (hopefully) temporary fix. I can add it if
required.
