Interfacing lintian profile with myapps portal.

Dear David/Michael,

Now that most of the ARB checks are integrated into lintian [1] [2].
it would be better to interface the same in myapps portal to check for
the same while the app developer submits his app and reject the same
if its not lintian clean as a first level, So that the ARB would have
less load reviewing apps which comes into the queue with common
packaging policy/guidelines violations.

Just a thought. You are also welcome to test ARB lintian and provide
feedback before going live.
