Not quite. The idea was to freeze the ARB queue for incoming apps until
the queue is a bit more manageable again. In the meantime we'd place a
redirect for free apps, so they can be distributed in PPAs in the meantime.

This would give the ARB the chance to catch up with everything again and
the docs would still help app developers to get their apps out there.

If anyone else wants to review the docs in the pad above that'd be
great. Thanks in advance.
