The intent is to allow specifying an /opt build context by way of an
environment variable, and to have debhelper support this directly, without
having to make any changes to the package itself. However, the exact design
hasn't been nailed down so far; in my initial discussion, debhelper upstream
was resistant to this idea, so we'll probably have to go through a few
iterations to arrive at something that will be upstreamable.
