few doubts about the app dev upload process

Dear David/Michael.

Was just going through the app dev upload process and the section on
dh relocation and I have a couple of doubts here.

1. Will we interface a custom rules file like the one we are having
for various apps wrt arb and use lintian to warn that the package
doesnt confer to the template we use. (which should prompt a template
script change in pkgme)

2. Will we customize and introduce a /opt condition in debuild such
that debuild fails with an error if package is not building out of
/opt (which should prompt a script change in
dpkg-buildpackage-snapshot in devscripts I guess)
