Easy stopwatch package updated

Hi All,

I just grabbed the latest package from the developer PPA and updated
it with a few changes

- modified d/changelog to suit the ARB standards
- modified d/copyright to reflect latest standards
- modified d/control to have better long description and updated
standards version

Other than that the package looked good and I just gave it a quick run
and uploaded it to extras archive.

Should be available in USC in some time.
