Lintian checking ARB packages

As stated in my original mail to Daniel:

So either you pull the current head of the Lintian git repository[0] or
(as a work around until Lintian 2.5.11 is released) you rename the check
from ubuntu/arb/arb-check-bin to "arb-check-bin".


Also, the arb checks doesn't come with a test suite.  I hope to
eventually get around to finishing DPU[1] and use that for third-party
Lintian checks.

PS: Despite my initial claim, I noticed that I only implemented one of
the 3 binary tests that arb-lint provided.  Anyhow...
