PPAs

Hey Jono,

Thanks for checking up on this. The PPA requirement is changing (again)
as a result of discussions at UDS (the review session with the MyApps
developers was particularly helpful). We're extending pkgme to handle
the ARB requirements, so we'll be able to accept tarballs again. One of
my workitems from UDS is to submit tickets for the relevant MyApps
changes, so I'll send you the ticket numbers once that's done so you can
track them.
