Your perception is right John, Normally files in which licences are
not specified gets covered by the license in d/copyright
For instance:
licensecheck has this in its output:
flashbox/flashcache.py: *No copyright* UNKNOWN
which means there is no license specified for this specific file
But in d/copyright you see:
Files: *
Copyright: (C) 2012 Javed Khan <tuxcanfly at gmail.com>
License: GPL-3
which means every file in source is covered by gpl 3 license and the
file above can be taken as covered by gpl-3
The issue pointed out here was some files were having license headers
as public domain whereas the d/copyright says all files are in gpl 3
in which a conflict arises.
