If you are developing a Quickly app, you should use 'quickly submitubuntu'.
If you run into any issues, please follow the troubleshooting guide:

You simply have to tell Launchpad which version(s) of Ubuntu you'd like
the PPA build packages for. This might also be useful, as it contains
links to the PPA documentation too:

I'd suggest following the Quickly packaging troubleshooting FAQ:
