It might be a good idea to put some policy around this.

IMHO, an .exe file that is meant to be shipped in extras should:

 * Comply with every other ARB requirement, it should be open source
 * It must also be built using open source tools, available in Ubuntu
 * It can't depend on any non-free libraries, sources
 * It should run satisfactory under Wine or Mono or whatever it's meant to run in

I guess if it can't satisfy at least those dependencies, it should be fine to just reject those.

I notice that there's not a board on Trello for rejected apps:

Perhaps there should be one so that we are aware of them?
