ARB: Term lengths

Hello everybody,

in a conversation with Stéphane, he pointed out that the ARB members
currently don't have term lengths specified in Launchpad:

	https://launchpad.net/~app-review-board/+members

Allison, Andrew, Shane and Stéphane have been on board for 1 year and 4
months and Bhavani, Jonathan and Luke for 3 months.

I guess it makes sense to specify this and bring some regularity into
the ARB. Most of Ubuntu's boards have a term length of 2 years, Stéphane
suggested that 1 year might be better since there is more work involved
than in other boards. (I can see Stéphane's point, but I also hope that
we can simplify things further and get the queue down to just a few
items soon.)

If we want to make a transition/reelection/restaffing soon, I would
suggest to make sure that all "old" board members note down their
experience as part of a knowledge-base wiki article for new starters or
as bug reports if they are TODO items.
