Oops, I usually credit the whole changelog to the packager (that's why
I listed the ARB changes under my name). Will fix the mistake in the
final upload.

For the policy, I remember 3.9.2 having some Ubuntu-incompatible
changes but well, so did 3.9.1 and that's why we have the outdated
ubuntu-policy package... I'll bump to 3.9.2 regardless then.
