Require packages in PPA

I'm comfortable with this, with one modification. At the point in the
docs where we tell them to upload to a PPA (and at all relevant points
before that) we also say "if you have any questions while doing this,
ask on the mailing list or IRC". Right now we're getting a lot of
submissions to MyApps with notes like "Not sure if I'm doing this right,
I'll try it." This change means we're still available to help the
newbies, but flips it around so submitting to MyApps is the *last* stage
of the process, instead of the first stage.
