Right, what we discussed this morning (at least in my mind), was:
 - Improve the documentation on developer.ubuntu.com on how to create
a PPA and upload a package to it for the ARB process
 - Require a PPA for any new package
 - Still process the current queue and package when needed, just stop
doing it for the new ones
 - Once we have automated packaging, consider that as "having a PPA"

We basically want to ensure that we have the basic metadata and
something buildable when it hits the review queue.
