fcitx is already available in Ubuntu and Debian in the latest version (4.2.0 in Debian sid and Ubuntu Precise). If you need a more recent version on Ubuntu Oneiric, you can submit a request to Ubuntu Backports (see https://wiki.ubuntu.com/UbuntuBackports).
