Proposal: setting up an arb-helpers team

Hi App Review Board,

I've been thinking for a while about how to get more people involved in
helping the ARB. From conversations with different people and especially
today with a community member who'd like to contribute to the ARB but is
not a core dev, I'd like to propose the following idea:

* The creation of an 'arb-helpers' (*) team in Launchpad
* This team would have permissions to do early reviews of packages and
give quick feedback to app developers for the most common issues or
requests regarding app submissions
* They would not have voting rights, that's the competence of the ARB
members.

I'd be happy to set up the team in LP, its guidelines according to the
ARB, and to try to recruit more people.

I've had quick chats with Stéphane and Bhavani on IRC and they were
happy with the idea. What do you all think?
