Ubuntu Developer includes MOTU/Core Dev, but it also includes a lot of 
other groups:

I'd also put MOTU/Core Dev as the central core (or top tier) of Ubuntu 
Developers. But the TB doesn't require ARB members to be that senior. 
They can be any flavor of Ubuntu Developer.
