Also, it's unlikely the new process will be agreed upon (in the sense of
having all details settled and all policy changes approved by the TB)
before UDS. So, we can't wait to recruit, because the ARB would grind to
a halt without 3 members to approve apps.

But agreed it's absolutely critical to have the proposal in active,
public discussion on ubuntu-devel before new ARB members are selected.

If the ARB reviews the proposal for new process next week, and we start
review with ubuntu-devel the week after that, we'll be well into
September before we even start to get sense of how palatable the new
proposal is to the Ubuntu Developers in general. That's cutting it
pretty fine for the ARB, with so many terms expiring. Better to send out
the recruiting call now, and suggest that anyone who's interested should
join this mailing list right away, to participate in the discussion.
