I had a bit of a knee-jerk reaction on the private initial draft too,
but I realized on talking to Jono that this is really just another round
of Canonical investing development effort in improving MyApps. What
they're doing internally is figuring out what they can actually offer.
(Which is, thankfully, more than they've been able to offer in the past.)

The next steps will be a review by the ARB, and then by Ubuntu devel.
Then it'll be up to the ARB to decide what policy change (if any) we
want to take to the TB for approval.

Jono, David, and Michael have done a good job of thinking through the
implications of what publishing without manual review might mean, so the
document is a good seed for informed discussion. I highly recommend
reading through it in detail (it's long), and making notes on the
discussion points. (That's what I did yesterday.)
