Ah, yeah, good idea. It doesn't need to be perfect, just detailed enough
to catch when some file isn't consistent with the license declared in
debian/copyright. I know Kate Stewart was working on some
license-checking tools with Debian last year, I forwarded this along to
her in case she has some ideas to contribute.
