Sure, this is work that I have been coordinating with David Planella,
Michael Hall, and Daniel Holbach on my team, and we have been
gathering input from Steve Langasek, Jamie Strandboge, Michael Vogt,
Matthew Paul Thomas, Jono Lang, Rick Spencer and others.

I had a call with Allison yesterday to sync her up, but in a nutshell,
I wanted to identify what Canonical is investing in in terms of app
developers (as many of the dots seemed unconnected) and put together a
first cut of a proposed spec that solves many of the problems we have
seen with the current system, taking into account this work so it is
not just vapor-ware. Process changes and discussions can often turn
into endlessly long threads on ubuntu-devel so I figured it would be
easier to put together a first cut of a proposal and then we as a
community can discuss it, refine the different pieces, and otherwise
have a foundation of work that we can refine and improve. The process
will allow developers to upload apps without reviews of each release,
but with suitable sandboxing and security. Please note: this proposal
covers purely extras apps and not providing newer versions of apps in
the archives (it is essentially a more efficient means of handing the
work that the ARB currently handles).

The spec is being developed at
https://wiki.ubuntu.com/AppDevUploadProcess but please bear in mind
that this is still a work in progress. I would prefer if you would
hold off posting to ubuntu-devel until we have these final bits of
feedback and content merged in. If you can forward any feedback to me
that would be great and I will ensure we get it merged in.

Our goal is to open this up for discussion later next week and to
continue evolving the proposal and then generate blueprints that can
be a basis for discussion at UDS. What's more, I have an engineering
management meeting in September and I plan on using the proposal as a
basis for requesting resources for implementation, so I am really keen
to ensure we have a thorough community discussion before this meeting
so we can consider the spec pretty much complete.
