web interface for submitting apps

Stéphane and I have preview access to the new interface, and have 
started to pull apps out of the MyApps queue when they're FLOSS licensed 
and free (zero cost). While MyApps won't have full features to support 
our workflow until after the Oneiric release, we can start integrating 
with the interface now, to make it less confusing for developers to 
figure out where and how to submit their apps.

For this, we'd start pointing all developers at 
https://myapps.developer.ubuntu.com/dev/ for submitting their 
application, and modify our process to use this front-end. The immediate 
changes I see needed are:

- Update submission instructions to point developers to the web 
interface instead of creating a Launchpad ticket.

- Update the metadata instructions 
(https://wiki.ubuntu.com/PostReleaseApps/Metadata) to use the MyApps 
published screenshots URLs, instead of the tedious 
commercial-ppa-uploaders screenshots process.

- Update our voting process so we do voting on a mailing list thread 
instead of IRC or a Launchpad ticket (we talked about doing this at UDS 
anyway).

- Create a 'staging' PPA for packages under review by the ARB?
