next ARB meeting

Welcome to the new members!

Our next meeting is scheduled for Tuesday Oct 25th, at 6pm UTC. With the 
change in membership, we need to review the meeting time/day and see if 
there's any time that works for all of us around the world. (If not, we 
can try alternating times.)

I know that Luke has a conflict with the current time, but can make it 
one hour earlier on the same day. What constraints do others have?
