The TB has approved this process. They requested one change, which is to
go ahead and make Ubuntu Developer status a requirement for the
nominees. This is combined with an exception for the current ARB members
who aren't Ubuntu Developers yet, on the understanding that they're
headed towards becoming Ubuntu Developers (and that we really need every
member on deck right now).
