how we go about electing new members

Hi all,

Following up on an action item, I've drafted a set of steps to follow
for adding new members to the ARB. I've gone for the closest possible
expression of the Community Council's general guidelines for team
appointments, and the initial charter that the Technical Board approved
for the ARB.

What do you all think? Is this an accurate representation of the
discussions we've had so far? Any changes to make before I run this by
the TB/CC?

Since we're hoping to have the new members in place for UDS, I'll run
this by the TB in tomorrow's meeting, and we'll be aiming to have the
nominees in place for final approval in the TB meeting on Oct 20th.
