followup from UDS

In the IRC meeting yesterday, we mainly followed up from UDS:

- Should we change our process so we review apps in email, and vote on
the tickets?

- Should we switch to a monthly IRC meeting instead of twice a month?
The IRC meetings would be for "exceptional" things, rather than the
usual business of app review and voting. The last Tuesday of the month
was suggested as a time that's easy to remember, but also not common (we
had a conflict on the first Tuesday of the month).

- How to recruit new members? I did a little digging after the meeting
for details, and our charter says we do this through the CC (which is
pretty much the conclusion we came to in the meeting, so it's nice to
have the confirmation):

I also started on my workitem from UDS to find out about a simplified
process for the screenshots:

- The process we're using for screeshots was originally set up for
commercial apps, and they're currently getting ~48 hour turn-arounds on
screenshots (far better than our 1+ month turn-arounds). So, they've put
me in touch with the right person to figure out if we need to update our
process to match what they're doing now. Will let you know what I hear.

- It's looking like we have the potential to fully switch over to the
web submission and review process next cycle. They'll start asking for
input on the ARB's specific needs around August.
