Here are the steps on how to see the queue:

1. Go to https://myapps.developer.ubuntu.com/
2. Log in
3. Click on the "View ARB applications up for review or pending QA" link [1]

- Caveat: if you've never submitted or reviewed an app, you won't see
the screen with the link. You'll still be able to access it, though.

And here's how to use the queue in read-only mode (e.g. a reviewer
interested in looking at the source or in helping with packaging):

1. Go to the queue using your Internet browser (see steps above)
2. Click on the app you're interested in to load the app's details
3. Download the source tarball from the link under the "App:" field
around the middle of the app's detail page

I think that covers the basics. Read-only users can also see the review
status, comments, etc.
