They've certainly helped, but they're not a magic silver bullet.

To give an engineering estimate, I'd say the equivalent of one full-time
person would be sufficient to keep the queue clear. The review shifts
don't add up to a full-time person, but that is pretty much all the time
the volunteers currently have available to commit.

More hands would be useful, but I suspect we're in the same boat as REVU
here, in terms of shortage of volunteers. One thing we can do now is
focus our efforts on sending quick replies where possible (a lot of the
new submissions have obvious problems like missing source packages).
And, once the automatic packaging tools go online in January, that
should substantially change what we can accomplish with limited time.
