I think you're referring to the effort to align the ARB and partner 
submission *policy*, and yes, that was approved by the Tech Board last 
week, and is complete. See:

What we're kicking off here is the effort to merge the ARB process for 
accepting, reviewing, and approving submissions with the MyApps portal. 
We talked about it at UDS, but MyApps wasn't ready yet for us to adopt, 
so we've been waiting for the point in their development cycle where 
they could do some customizations for ARB/non-commercial submissions.
