Simple image resizer

Ok this is one of the harder ones to judge because its C the app does
what its supposed to do from what I can see. The problems are that it
has a check for updates thing which wont work unless you are running it
as root so its kinda redundant there. Also its filed under misc in the
debian control and its supposed to be in graphics (I think thats what
its called).

Can we ask the developer to remove it before we vote on it? 

Im a +0 for the moment until this is figured out.
