One work item from the "other-design-n-papercuts" blueprint was to pass
along the PaperCut&SoftwareCenter guidelines for package descriptions as
a resource for the ARB process. Seems useful to add to our checklist and
developer help (whatever form that takes). It doesn't look radical
enough to need Tech Board approval, just some common-sense tips on
making descriptions readable and friendly to users.

The main page we use is

geared very much towards the Software Centre.

A very useful other page is
<https://wiki.ubuntu.com/PackagingGuide/Howtos/UsefulDescription>. It
is a bit more technical and probably also older than the previous
link.

As Vish said to me we should probably consolidate these two pages into
one. Any feedback on their content is welcome, please don't hesitate
to mail me.
