I just caught Jono over coffee at the release sprint: We do need TB
approval, but basically, we draft a modification to the current policy
and take it to them for a +1. (If we make a good case, they're unlikely
to turn us down.)

He also suggested taking our concerns about keeping the packaging
demands simple to the ubuntu-devel list for wider discussion (polling
for input from people who can't make it to UDS). You okay with me
summarizing the points from this thread for the list? (Or, would someone
like to volunteer?)
