Ok, I played around with it a little more and it seems as if this is
happening only with the new Human theme. The "Welcome" page has a normal
size tab icon now but once I open a normal .cs file I get the big icons.
It was just the opposite before.

When I first reported the bug I was using the tango icon set with
clearlooks. That combination is fine now as I reported above.

It seems to me that the new Human icons are mostly tango icons and maybe
the changes in the tango icons, that fixed the problem earlier, haven't
been updated in the new Human icon set.

Maybe this should be reported as a Human theme bug.
