mc & utf-8 for Dapper Drake

Hi,

there seems to be a lot of negative PR about midnight commander not
supporting utf-8 in non-english world (well, at least in CZ).
Could somebody from MOTU team have a peak on it before it hits Dapper
Drake. I tried to apply patches as mentioned in Debian BTS, but without
considerable success (read it didn't work).  mc in nearly useless in
cs_CZ.UTF-8 (f.e.) and there is a lot of heat about that fact.
