Apache License and GPL

Ladies and Gentlemen,

we all know the problems between those licenses.
If you don't know about what I'm talking, please read this:
http://www.apache.org/licenses/GPL-compatibility.html .

So, the first package which was involved in this, was Squid I think, but 
there are other packages e.g. like dar, which are under GPL but has no 
exceptions.

How should we handle this problem? Compiling a list of sources which r 
depending on libssl and are gpl but don't have exceptions for the usage 
of openssl?
