No, they don't.  Canonical unilaterally collects and administers the 
funds for legal, tax, and frankly practical reasons.

Going above and beyond doesn't not constitute obligation.  And if they 
were satisfied that there was no need for further investigation because 
no funds misuse was found, what then?
